How does a TV tuner card work? What exactly are it's functions?
I am studying abroad in Spain and I want to be able to watch all the NBA games from my laptop. Can I buy a TV Tuner card and be able to watch all the ABC, TNT and ESPN games from it. Do I have to tune in live, cuz' we're about 6 to 8 hours ahead over here or can I record the games? Is ABC going to be the only one of these networks available because TNT and ESPN are cable networks? So can I go buy one and be able to enjoy all the NBA playoff games through my laptop with this TV Tuner card or what?

A TV tuner card is a computer component that allows television signals to be received by a computer. Most TV tuners also function as video capture cards, allowing them to record television programs onto a hard disk. TV tuners are available as PCI-bus expansion card, PCIe (PCI Express) bus or USB devices.

A TV Tuner card picks up TV signals and converts them to computer data. It effectively turns your computer into a TV and video recorder. You can't use one to watch ABC in Spain because ABC doesn't broadcast in Spain. You would pick up only Spanish channels (unless you were near the French border, in which case you would get some French channels, and so on)
